摘要

The National Transport Development Plan for 2014 - 2020 in Estonia shows that the purpose of transport policy is to ensure convenient, safe, quick and sustainable movement opportunities for both the population and the enterprises. There are more than 2,000 km or railways in Estonia, which are mostly owned by state enterprises Eesti Raudtee and Edelaraudtee Infrastruktuuri.There are also sections of private railways, for example, in harbours and the so-called Oil Shale Railway. The development of railway infrastructure, logistics, carriage of passengers and cargo, rolling stock and traffic and environmental safety is co-ordinated by the Ministry of Economic Affairs and Communications with its subdivisions. In Estonia, railway issues are covered by the Railways Act. The Ministry of Economic Affairs and Communications also takes part in the development of fiscal and pricing policy of passenger transport by rail and concludes public transport service provision agreements with railway operators.
