A federal panel has proposed 199 conditions for Enbridge Pipeline to meet before the company will be allowed to carry out its plans for the construction of a 1.1K kilometer pipeline project between Edmonton, Alberta, and Kitimat, British Columbia. The conditions, which one observer said were more numerous than ever before attached to a pipeline project, included provisions requiring a $950MM insurance policy in case of a spill, rigorous inspections of the pipe every other year, special tugboats to accompany departing tankers, and careful monitoring of the environment, even down to the inclusion of provisions for caribou habitat restoration.
