The Estonian company had been considering building a refinery to process its oil shale, or kerogen rock (not to be confused with shale oil and hydraulic fracturing) into Euro-5 diesel, but has concluded that the $25 spread between diesel and the fuel oil it now produces is insufficient to justify the expense. With construction costs estimated at $1.6B, Eesti Energia's proposed 22K b/d facility would require either falling fuel oil prices or a greater economy of scale in order to be successful.
