Nathalie Brunelle, Total's senior vice president of downstream strategy and development, said 1MM b/d of additional capacity in Europe must be shut to trim surplus capacity and return to historical run rate averages of 85. "We need today an additional 1MM b/d of closure in order to recover the historical operating rate. Until we see operating rates over 80 we will not see any major improvement in margins." Mr. Brunelle pointed to ERG's planned closure of its 82K b/d Rome, Italy refinery by the end of the year as a start to the shuttering of excess European capacity.
