摘要

EIU expects the civic-military regime, led by Nicolas Maduro of the Partido Socialista Unido de Venezuela (the Chavistas), to remain in power during 2022-26, despite its role in fomenting the country's ongoing socio-economic and humanitarian crisis. A number of factors underpin our forecast, notably the regime's strict control over the military, police and paramilitary forces. In May 2022 the US administration led by President Joe Biden modestly eased sanctions on Venezuela as part of its efforts to revive political dialogue between the Maduro administration and its domestic opposition. The limited changes will allow US oil firm Chevron to negotiate the terms of potential future activity with Petroleos de Venezuela, the Venezuelan state-owned oil company. Prospects for more substantive sanctions relief remain distant.
