1. In December 2022 the government passed its largest budget to date, amounting to €274bn for 2023. Together with the 2022 budget that stood at €240bn, the new budget reflects Spain's Recovery, Transformation and Resilience Plan that aims to invest €72bn in 2021-23 in ecological transition, digitalisation, gender equality and social cohesion. 2. In 2020 the EU and China agreed in principle to conclude negotiations on a Comprehensive Agreement on Investment. However, prospects for the deal's ratification have evaporated amid tit-for-tat sanctions and a consistent souring of EU-China relations, including over China's reluctance to condemn Russia's invasion of Ukraine. 3. The EU response to Russia's invasion of Ukraine has been unprecedented and closely co-ordinated with the US and other Western allies. As of January 2023, the EU has imposed nine packages of financial and individual sanctions on Russia. EIU expects these sanctions to remain in place throughout 2023-27, if not beyond.
