This research proposes a hybrid decision-making framework based on the Analytic Hierarchy Process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) for selecting the optimal site for a new fire station in Imam Khomeini port. Due to the strategic function of this port for the national economy of Iran, the enhancement of the measures for protecting the port's personnel, visitors, physical assets, and infrastructure against fire accidents is considered the top priority of the port's administration. To partially automate the process of decision-making, a prototype collaborative spatial decision support system (SDSS) was developed in this study using the proposed AHP-TOPSIS approach and based on loose-coupling Web-based architecture. In this research, 9 different criteria of closeness to hazardous warehouses, closeness to petrol stations, closeness to terminals, closeness to hydrants, closeness to wharves, closeness to consistent buildings, farness from inconsistent buildings, lowness of coverage, and lowness of building density were deployed for conducting the fire station site selection in the study area. The final criteria weights were computed by the AHP technique. Next, the main alternatives for locating a fire station in the area were determined using weighted overlay analysis. Finally, these alternatives were ranked by deploying the TOPSIS technique, and the best alternative for constructing the fire station was chosen. The final selected alternative using the proposed approach achieved the relative closeness value of approx. 0.65. The conducted fieldwork showed that the proposed hybrid approach could efficiently perform the fire station site selection task.
