You'll have to decide for yourself. The issue is "Personnel Accountability Reporting" or PAR, for short. The idea is to have dispatchers keep track of firefighters at a scene. The actual procedure may vary among agencies, but typically would involve the fire dispatchers polling individuals or holding a roll call according to an established schedule. In one scenario, the dispatcher(s) would have a list of each portable-equipped firefighter on-scene, and would keep track of transmissions from each. During a block of time (ten or twenty minutes, for example), if one or more hadn't transmitted, they would be queried.
