At the two Marine Environment Protection Committee meetings this year the IMO has to come to grips with emission legislation. Emissions and pollution issues have the potential to see the IMO marginalised. Many countries are anxious to see legislation in place, but the IMO's constitution makes implementing rules extremely slow. Even before annex Ⅵ enters into force, the North Sea has joined the Baltic as a designated SOx Emission Control Area. In addition the USA wants lower NOx limits, and the MEPC will hear a report about how to reduce the emissions of greenhouse gasses from merchant shipping.
