Topical legal aspects of the development and regulation of nuclear power with account for the low-carbon agenda are discussed. There are no doubts about the broad possibilities of nuclear power in terms of implementing the tasks set by the Paris Climate Agreement. The electrical energy generated by nuclear power plants is environmentally friendly (low carbon). Hydrogen production using nuclear power plants will also be responsible for decarbonization. In this context, it becomes necessary to analyze the legal regulation of the use of nuclear power facilities from the point of view of compliance with new realities. The study of the current legal framework for the operation of nuclear facilities has shown that it is the most detailed in comparison with other branches of the energy sector. At the same time, the provisions governing relations in the field of production, supply, transportation, and storage of hydrogen obtained at nuclear power plants have not been unified thus far. The need to improve legal regulation in the field of the use of atomic energy at the international and national levels is substantiated, and the areas requiring unification are identified.
