How many staff does it take to operate hydro plants? Answers to this question are diverse, reflecting the differing goals and practices of hydropower producer organizations. Data from a 2003 survey shed some light on this question. At the Waterpower XIII conference in July 2003, I attended an EPRI-sponsored workshop on "Meeting Hydro Staffing Challenges." This workshop is one of a series of activities undertaken by EPRI to address the hydro industry's needs related to staffing ― needs that are becoming critical owing to an aging workforce and accelerating loss of expertise due to retirements.
