The proliferation of continuing education programs demonstrates the need for in-service education. The programs generally suffer from lack of acceptance as a major endeavor requiring a high priority. Developing a working environment conducive to continual learning requires nursing administrators to serve as role-models. They must provide a climate that allows learners the freedom to determine their learning needs and to implement change through application of newly learned skills and knowledge.Continuing education courses should consider the eight concerns identified as basic factors in providing a climate for fostering a concept of continuing education that is rewarding to all levels of personnel.
