Up to the time of the disaster, the Chernobyl Nuclear Power Plant was regarded as one of the best in the USSR, and the city of Pripyat, housing the plant's staff, was rightly called one of the most comfortable. Also, the psychological climate of the plant provided no causes for worry. This was a worked-in team, composed of seasoned and knowledgeable experts. How can one then explain the events that happened in such an unlikely place. Isn 't there a danger that the situation will repeat itself?
