One major factor that has impeded expansion of the RTW industry, says Serafin Juliano, Executive Director of the Garment & Textile Export Board under the Department of Trade & Industry, is the problem not only of high costs of operation but of the attitude of organised labour. Government and management will have to get the full cooperation of workers to achieve industrial peace. Because of higher production costs, the RTW industry has become less competitive on the world market vis-a-vis the industry in Asia and elsewhere that has been supplying the US and other big buyers with RTW and other textile products.
