Managing carbon lies at the heart of one of our central and urgent policy issues: achieving net zero. Described by one government minister as ‘the biggest transition in human history1, the required scale of change calls for very clear thinking. The earlierwe act, me less disruptive, more effective and more consistent with economic growth that action is likely to be. With more climate change to come, bringing storms, droughts and other extremes of weather - even if we achieve net zero, the more we can mitigate, the less we will have to adapt.
