A mountainous location and complex foundation conditions have posed considerable challenges for the US Army Corps of Engineers' Jacksonville District, overseeing the design and construction of the Portugues concrete thin arch dam in Ponce, Puerto Rico. A special grouting system was developed to deal with thin cracks in the foundation rock.
