According to the General Accounting Office (GAO), most of the measures the Environmental Protection Agency (EPA) will use in its self assessment (required under the Government Performance & Results Act) involve checking whether the agency completed certain tasks, such as developing a model to assess wildlife exposure to pollutants, rather than changes in pollution levels, human health, and the environment. GAO found that obtaining data to judge environmental changes is EPA's biggest challenge in developing outcome-based performance goals.
