It is argued that moral competence is more difficult to attain than scientific competence owing to the difficulty of learning moral language. Language comprehension is seen to play a central role in conceptual development; that moral language is difficult to learn results in a common deficiency in moral conceptual development. As cognitive-developmental theories largely miss this point, a theory of non-spontaneous solutions to moral problems is offered.
