Private Russian oil producer Lukoil reportedly is to lend Azerbaijan's national oil company Socar $1.5bn as part of a wider deal that would enable Socar's 200,000-barrel-perday (bpd) Turkish STAR refinery to process Russian crude again. Reuters cited three industry sources familiar with the deal in reporting the agreement on October 5.
