I was recently working a LIFR day (OVC003), so we had our ILS Hold procedures in effect. Also being a LIFR day, everyone decided they needed to take their airplanes to the shop, which requires the use of the movement area. I still have a good amount of room, but it turned into a mess surprisingly quickly. It's amazing how it's calm and quiet, but in the span of a few minutes can change a lot.We had a few arrivals lined up, so as the ground controller, I was aware of this and told anyone who taxied to "Hold short of the (runway) ILS critical area." It was literally on the hour when it started. "Ground, Airplane 01, ready to taxi," followed by "Ground, Airplane 02, taxi with the numbers," and then "Ground, Airplane 03, taxi, negative ATIS." With my mind going, "What the…" I told number 3 to get the ATIS and call me back (since I had just recorded a new ATIS). Then I told Airplane 01 and Airplane 02 to taxi out and hold short of the ILS critical area. There was no response from Airplane 03, but 01 and 02 read back everything and started moving without issues.
