Abstract We develop a new power spectrum of the refractive-index fluctuations turbulent oceanic based on the marine atmospheric spectrum developed in the literature. This power spectrum is global, it allows to describe the refractive index variations in turbulent oceanic, turbulent biological tissue and turbulent marine atmosphere.
