Councils are struggling to maintain local roads to target conditions despite a 15% increase in highway maintenance budgets, according to the latest annual local authority road maintenance (ALARM) survey. The 2021 ALARM survey, published by the Asphalt Industry Alliance (AIA), notes that if the local authorities had enough funds to meet their goals, there could be an additional 14,400 miles of local roads in a good state of repair.
