WASHINGTON-The U.S. Department of Interior has proposed amendments to the Well Control Rule that, press accounts say, revert most of the changes the Trump administration made in 2019 to offshore blowout preventer requirements that the Obama administration instituted in 2016.National Ocean Industries Association President Erik Milito has pledged to cooperate with regulators and the industry to ensure the proposed regulatory changes increase safety and decrease risk. "The Well Control Rule is a highly technical rule; logical and collaborative updates must flow through subject matter experts to promote decisions based upon sound engineering practices and design," he relates. "The 2019 revisions to the Well Control Rule addressed technical problems and cleared up ambiguity with the original rulemaking."
