Surrey County Council has approved a proposal to extract 250,000 tonnes of sand and gravel from an extension to Mercers South quarry without complying with a cap on the number of HGVs permitted to use the site. The quarry was located in open countryside within the metropolitan green belt west of the M23 motorway, near Redhill. Permission was granted in 2014 for an extension to the quarry subject to a limit on HGV movements to an average of 150 per day with no more than 240 movements on any single day
