The government's levelling up white paper was published on 2 February. The programme aims to boost productivity and living standards, improve public services, restore a sense of community, and empower local leaders and communities to raise the potential of every person and place across the UK. Among the proposals was a commitment to allow local communities to continue having a "meaningful say" on planning applications. The paper says changes to the system would involve "improving democracy and engagement in planning decisions". Even where the broad principle of development was agreed via a development plan, there would continue to be a role for public consultation.
