Being "done" with training would mean mastering something so effectively that you can't learn more, and also means that the thing you're learning is dead, static and unchanging. That can't be said of vehicles, which are constantly changing and adding new features that technicians are expected to become experts on. It can't be said of the software subscriptions being used by the shop, which are hopefully adding new features all the time. And it's certainly not true of training (or retraining) others on shop processes and procedures whenever they're violated.
