India's largest gas distributor GAIL (India) started gas rationing in August after a unit of Russia's Gazprom failed to deliver some LNG cargoes and said it may not be able to meet supplies under their long-term deal. GAIL, which imports and distributes gas and operates India's largest gas pipeline network, cut supplies to some fertilizer and industrial customers by 10-20, according to Reuters sources. GAIL's measures cut gas supplies to clients by about 6.5 MMcm/d, while imports under the Gazprom deal were averaging about 8.5 MMcm/d An industrial consumer said GAIL had restricted its gas quantities to a "take or pay level," the lowest level at which it will not attract a penalty from the customer.
