China has a substantial number of ISO 9001 certified companies. However, there is no relationship between the number of certified companies and the standard's effectiveness. One survey shows that only 2.65 of 1,695 companies studied expressed that they strongly agree the certification achieved its intended results. On the other hand, 50 of the respondents neither agree nor disagree, 22.95 agree and 25 either disagree or strongly disagree. This shows the perceived gap between ISO 9000 effectiveness and intended results. The annual report of the China National Accreditation Service for Conformity Assessment at the end of 2017 shows that out of 85,015 certified companies, 23,049 were suspended, 61,683 revoked and 283 were cancelled. From this, it is also clear that there is a gap between the effectiveness and the intended results of ISO 9001. This study aims to identify critical failure factors and their relationships.
