Impacts from nutrient pollution have been felt for decades but garnered even more attention in the Mid-Atlantic United States when the U.S. Environmental Protection Agency (EPA) promulgated "total maximum daily loads" (TMDLs) to the Chesapeake Bay fornitrogen, phosphorus, and sediment in 2010. These guidelines charged the six states of New York, Pennsylvania, Maryland, Delaware, West Virginia, and Virginia, plus Washington, DC, to reduce emissions of each of these parameters (US EPA 2010). Since the initial announcement in 2010, actions have been taken by each responsible party. However, this has not been without controversy.
