In August 1977 the Central Tactics and Trials Organization (CTTO) of the RAF based at High Wycombe was asked by HQ 11 Group Strike Command to study the camouflage scheme then employed on the Phantom FG.1 and FGR.2. HQ 11 Group was of the opinion that the colour scheme applied to the Phantom merited review since despite changing its role from Offensive Support to Air Defence it was still finished in the Offensive Support camouflage scheme in which it had been originally delivered.
