摘要

In 1953, the US launched its 'Atoms for Peace' programme to propagate the peaceful utilisation of atomic power for civilian purposes. Targeted at the weaponisation of atomic power for mass destruction in wars, the programme was envisaged to support the US vision of development and prosperity for all against the post-world war crisis (20). Positioning the US dominance in the nuclear market against its political rival, the Soviet Union, by sharing nuclear knowledge and technology for non-military purposes, the programme helped forge strategic partnerships among the US and its allies during the Cold War (19). Thus, the expansion of nuclear technology shaped US foreign policy, building on a notion of shared peace and harmony by condemning war and violence through science and technology. The 1965 address of Pope Paul Ⅵ to the United Nations during his US visit concretised the vitality of peace when he said: 'No more war, never again war. Peace, it is peace that must guide the destinies of all mankind' (United Press International 1965). A few years later, Johan Galtung (1969,167) would write: 'When efforts are made to plead any kind of policy... then it is often asserted that that policy, in addition to other merits, will also serve the cause of peace'.
