The scenario might begin something like this: Alleging provocative action by Taiwan, China invades the Penghu Islands, close to southern Taiwan. Despite political moves-and a costly military failure of Taiwan to immediately retake the islands-calls are made for international trade and financial embargoes as the situation worsens. Using Taiwan's military action on Penghu as an excuse, China imposes a naval and air exclusion zone around Taiwan as a first step toward establishing sovereign control. Meanwhile, U.S. and alliance forces rush to concentrate in Japan and South Korea while diplomats struggle to defuse the situation. Then, without warning or apparent provocation, a high-altitude electromagnetic pulse (EMP) event occurs over Japan's northern island.
