In 1995, the Occupational Health and Safety Policy Group of the Erb Environmental Management Institute, University of Michigan, investigated application of various business, management, accounting, economic and policy tools to occupational safety and health organizations. One tool, activity-based cost management (ABCM), was the subject of a doctoral dissertation that explored application of ABCM in case studies of environmental, safety and health (ESH) organizations.
