Participants in community quality council (CQC) efforts in Virginia, Canada, and New York state have success stories to share: Bruce Waldrop, charter member of the Quality Council of Greater Richmond, VA, knew universal participation was the same as the cross-functional total quality management (TQM) approach of any business. He believes successful experiences in life are almost always the result of careful planning and thorough preparation. "Having been in the field of quality management for 15 years in 1992, I believed my community, Richmond, VA, could benefit from employing TQM principles through a community quality council if there was critical mass to support the process," Waldrop said. "There was, and I did. It's called the Quality Council of Greater Richmond."
