More than 100 years ago, Wilson established that water vapor contains electrically neutral clusters of water molecules. Later, the existence of small water clusters was also proved on the basis of mass-spectro-scopic data. However, this fact has not yet received proper theoretical substantiation. In the present work, polymolecular clusters, which contradict the classical theory of condensation, are interpreted as clusters of latent water phase preceding the formation of the standard liquid phase.
