Significant market changes are affecting the basic infrastructure of scrap tire recovery. Just as vehicle ownership and miles driven continue to increase, so too does the number of scrap tires generated annually. In 1998, some 273 million scrap tires were generated; in 1990, the comparable figure was 240 million tires. In order to keep pace with the con-tinual growth in the flow of scrap tires, exist-ing markets must be expanded and new mar-kets created.
