Rational decision-making requires an assessment of advantages anddisadvantages of choice possibil- ities, including non-marketeffects(such as externalities). This also applies to strategicdecision-making in the transport sector(including aviation). In thepast decades various decision support and evaluation methods havebeen developed in which a market evaluation played a prominent role.The intrinsic lim- itations of these approaches were alsoincreasingly recognised. Gradually, a variety of adjusted multi-dimensional methods has been developed over the past years tocomplement conventional cost-benefit analysis(CBA).
