The 2004 HousingAct made the right to buy more difficult by extending the period of occupancy before tenants could exercise the right and before they could sell after exercising it, while still exercising their full discounts. From January 2003, in selected areas, the government curtailed the right to buy with reduced maximum discounts under a scheme for authorities with high levels of homelessness and house prices. These were steps aimed at stemming the loss of affordable housing stock.
