Every four years the leaders of our nation's political parties court the American voter. In 1996 they sought the soccer mom and in 2000 stressed the Hispanic vote. Is 2004 the year of the manufacturer? By the actions of Republicans and Democrats alike, it appears so, as each party has declared themselves the champion of the American manufacturer. Small- and medium-sized manufacturing (SMM) companies have borne the brunt of the latest economic downturn. Although some economic indicators say this sector is improving, those operating on the shop floor have yet to feel a recovery. What they do feel, however, is the constant courtship by politicians.
