To boost recovery of non-carbonated beverage containers, modified bottle bills and other recycling systems are evaluated. Beer and soda used to come in refillable, heavy glass containers. However, by the 1970s, one-way containers were widespread. Vermont and Oregon implemented the first U.S. bottle bill systems in 1972. Currently, 10 states and one city have container deposit or redemption laws of some form; deposit-type recycling programs also are popular in other countries.
