This paper has discussed wave propagation on a nonuniform line, and proposed impedance and admittance formulas of nonuniform lines, finite-length horizontal and vertical conductors, based on Neuman's inductance formula applying a concept of complex penetration depth. The inductance and capacitance calculated by the proposed formulas agree satisfactorily with measured results, while those calculated by conventional formulas such as Carson's, Pollaczeck's and Sunde's one show a significant difference from the measured results. Because the conventional formulas are developed based on an infinitly long conductor; those are not applicable to a conductor of which the length and the separation (height) are not greater enough than the height and the radius respectively.
