As a group, package printers and converters seemed to lack sufficient confidence in the economy to spend much beyond set equipment purchas- ing budgets during 1997. According to respondents to Packaging Printing Converting's 7th Annual Converting Equipment Purchasing Survey, last year 89 percent either spent exactly what they had budgeted or shelled out only slightly more. This year in PPC's 8th Annual Survey, across all segments, 75 percent of respondents reported that "return on investment," not the econorny, would be the single greatest fac-tor during 1998 that would foil their plans to buy new equip-ment.
