I recently received a telephone call from a power quality (PQ) engineer with an electric utility company to help settle a debate on the proper classification for a zero-voltage condition that lasted 45 cycles. To me, this underscored the fact that the Institute of Electrical and Electronics Engineers, Inc. (IEEE) Std. 1159 definitions are still not well known, despite the fact that the document was published over six years ago.
