A major recommendation of the National Commission for the Study of Nursing was that the care of individuals be emphasized and expanded as the central clement of nursing practice. This recommendation requires action by directors of nursing service. They are in a key position to create the essential conditions by defining such a role administratively, establishing supporting personnel policies, strengthening the tie between nursing research and practice, and increasing the role of nurses in policy making. It is essential that nursing service directors take initiative in these areas to realize the goal of universal health care for America.
