At the 2004 summer meeting, CAS leaders comprehensively reviewed the work done over the past six years for the trial implementation of the Knowledge Innovation Program (KIP). The participants observed that the program has provided CAS with a clear understanding of its strategic position in the national innovation system and set the guiding principles for its work in the new era. The CAS development strategy is being implemented, and the overall situation for the CAS establishment is good. Work to redistribute research resources has been progressing smoothly. Innovation objectives have been further refined and upgraded considerably, resulting in the inauguration of new teams and growth points for scientific research. Innovation concepts and culture have been introduced and significantly improved. A breakthrough was made in the reform of the CAS systems and mechanisms. CAS has greatly enhanced its capability for making innovations and upgraded its competitiveness through reforms of its systems for recruitment, income distribution, resources allocation, performance appraisal and awarding for research results and management of assets.
