The author describes a method used to teach the development of an evaluation tool. The developmental process calls for delineation of the problem area, Identification of pertinent aspects of the problem through a literature search, and a rational evolvement of the tool. To clarify each step, an example tool Is provided. Nurse educators, both In schools and in hospital inservice positions, can use this method to assist their students in developing valid tools for evaluation of delivery of care, of education, or of administration.
