There are three principal actors concerned with resource development in the North: the Legislative Assemblies of the Territories, the Native associations and the Federal government. Each of these groups has its own vested interest in the choice of how Northern resources should be allocated. The legitimate aspirations of the people of the North must be satisfied with regard to resource apportionment before any question of inter-basin transfers is considered.
