When California passed its 1989 recycling mandate for local communities to divert 50 percent of all waste going to landfills, it was hailed as landmark legislation. What was not noted was that 50-percent diversion would turn the solid waste collection business model on its head. In short, if your business is to collect trash and half of that trash is going to be diverted, then the collection companies were looking at significant changes in their operations and the potential disappearance of a large portion of their collection and landfill revenue.
