This paper is a summary of the socio-economic assessment of the Saskatchewan Power Corporation proposal to develop a hydro electric generating facility at the Wintego Fall site on the Churchill River. The results of a direct cost-benefit analysis conducted in the context of different rates of growth in energy demand, different petroleum prices, different rates of substitution between petroleum and electricity, and various real discount rates, are presented. In addition, indirect measurable costs and benefits are estimated and non-measurable indirect effects are evaluated through a type of sensitivity analysis. The potential social impacts are also summarized.
