Most of the water consumption by Southern Alberta, both urban and rural, is not metered. Many of the consumers overuse water in order to be on the "Safe-side". Water, although "renewable", is also scarce because of such careless demands. If a certain price was placed on raw water, over and above pumping, storage and diversion costs, in order to reflect its scarcity value, and this price was passed onto the customers responsible for its consumption, lower demands would be placed on the limited supply. The government would also be more able to accurately measure the true needs for water.
